Richard Lockhart Hand, a member of an eminent legal family, was through a long life honorably identified with the place of his birth, Elizabethtown, N. Y. Editor of the local paper, leading lawyer and honored citizen of his community, beyond its boundaries he was active in many organized movements helpful to his fellow-men.
