Franklin D. Locke had for more than half a century been a conspicuous figure at the bar in Buffalo, where he was one of Cleveland’s close friends and political associates before the startling turns of American politics carried the older man in three years from the mayoralty of the city to the governorship of the state and thence to the Presidency of the United States. Mr. Locke was never closely identified with politics, but he was actively identified with the business interests of his city and a trustee of Hamilton College, which gave him the doctor of laws degree.
